Why license-plate lookup is disabled
This tool does not provide plate-to-owner lookup. The short answer is federal law.
The statute
The Driver's Privacy Protection Act (DPPA), codified at 18 U.S.C. §2721, restricts the disclosure and use of personal information obtained from state motor-vehicle records.
It applies to information a state DMV has on file about a licensed driver or registered vehicle — names, addresses, telephone numbers, Social Security Numbers, photographs, medical or disability information, and ownership records tied to a license plate or VIN.
What's prohibited
- Knowingly obtaining, disclosing, or using DMV personal information for any purpose not listed as "permissible" in the statute.
- Running a license plate through a database to identify the registered owner for personal curiosity, investigation, journalism, or commercial purposes not covered by a permissible-use exception.
- Aggregating or reselling DMV data outside the narrow bounds of 18 U.S.C. §2721(b).
Permissible uses (for reference only)
DPPA does list specific permissible uses — e.g., for a government agency carrying out its functions, a licensed private investigator working for an insurer, a court order, or in connection with a motor-vehicle-theft or recall matter. These are narrow and use-specific; they do not create a general "lookup" right and this tool is not designed to verify any particular permissible-use claim.
What you can still do
- Have a VIN? VINs (17-character alphanumeric) can be decoded through the public NHTSA vPIC API. That returns make, model, plant, specs — not owner data.
- Looking for recalls? NHTSA Recalls is public and queried by VIN or make/model/year.
- Vehicle-title history? The National Motor Vehicle Title Information System (NMVTIS) provides consumer reports through approved providers.
